WDEL: Carney lays out cancer rate reduction plan

Democratic Congressional hopeful John Carney says he's got a plan to lower cancer rates and cancer deaths in Delaware.

Carney, who's running for the House seat Republican incumbent Mike Castle's giving up to run for the Senate, chairs the Delaware Cancer Consortium's Health Disparities Committee.
