John On The Issues

John has worked tirelessly to improve our state through a career in public service that has lasted more than 20 years. As Lt. Governor, Secretary of Finance and Deputy Chief of Staff to Gov. Tom Carper, and staffer to Sen. Joe Biden, John's efforts have led to economic development projects that brought high-paying jobs to our state, increased access to healthcare for low-income families, safer communities, and better public schools for our children.

Working for then-Governor Tom Carper, John played an active role in the state's purchase of the Port of Wilmington, saving hundreds of critical jobs for Wilmington residents. He also became the first employee of the Riverfront Development Corporation, helping to revitalize that part of the City and turning it into a major source of economic activity.

Being elected Lt. Governor in 2000 gave him the opportunity to work even harder for the people of Delaware. In his two terms, he transformed the Office of the Lt. Governor and worked his hardest to improve the quality of life for all Delawareans.

Through his Models of Excellence in Education program, John identified some of Delaware's highest performing schools and helped them share ideas and strategies with schools that needed improvement. His efforts raised the overall performance of schools all across our state and helped thousands of young people pursue a better life through education.

As Chair of the Delaware Health Care Commission, John focused on providing quality healthcare for thousands of Delaware families. He worked to improve community health centers throughout our state, receiving an award as “Legislator of the Year” for his work. He helped reduce health disparities for heart disease, strokes, and other chronic diseases, and he fought to make detailed cancer information public so that every neighborhood knows the risks they may face. His work fighting cancer earned him a national award from the Society of Surgical Oncologists. He also focused on disease prevention and, with his Lt. Governor's Challenge, helped over 40,000 Delaware residents, including 25,000 children, make a commitment to better health through increased physical activity.

John also worked to improve our communities. In 2005, he started the Hope Basketball League to help build character in our children and provide them with a fun, safe summer activity. As Chair of the Criminal Justice Council, he led efforts to prevent violence by giving community centers the resources to provide our children with quality educational and recreational activities.

Open Government
I believe that openness in government leads to better results for Delawareans, which is why I have voluntarily posted my financial disclosure forms online. I want you to know that if I am elected to Congress, I will base my decisions on the best interests of Delaware's families and small businesses, not the special interest lobby.
